Assuring Positive Educational Experiences
For Children in Out-of-home Care
Below are some resources available to youth in care as they transition to adulthood.
Independent living (IL) services are provided to youth after they exit care up until age 21. The Independent Living programs provide ongoing assistance and support in the same categories addressed in the IL plan and the ILTD plan. Information about the independent living services and additional information and resources for former foster youth can be found on the website of the Department of Children and Families (DCF) .
The Department of Public Instruction’s Wisconsin Education Opportunity Programs (WEOP) offer a variety of programs designed to help academically and economically disadvantaged students explore options and continue their education. These programs provide academic and vocational counseling and support participation in pre-college programs. They also provide information on financial aid and scholarships and help in completing admissions forms and arranging for college entrance exams.
The DCF Scholarship Program provides scholarships to youth who exit out-of-home care at age 18 and enter a degree, license or certificate program. They are not competitive scholarships, although the funding, which comes from the Federal Education and Training Vouchers Program (ETV) under the Chafee Act, is not unlimited.

Wisconsin UW system, the Wisconsin Technical College system and the Wisconsin Association of Independent Colleges and Universities have all designated a person for each campus to be the primary contact for former foster youth. They meet with the students and let them know there is someone who understands their challenges and can provide support. They also help them find their way through the admissions process, access financial aid and navigate academic and student services.
