Juvenile Justice

Juvenile Justice responds to referrals of children alleged to be exhibiting certain behavior problems:

  • Delinquency - behavior that would be a crime if committed by an adult
  • Behaviors which are of concern in the community and for which a juvenile can be determined to be in need of protection or services

They include such behaviors as being:

  • Uncontrollable
  • Habitually truant from home
  • Habitually truant from school or a school drop-out

The dominant reason for out-of-home placement of a child in the Juvenile Justice system is the determination that supervised services and supports while the child remains at home would be insufficient to manage the child’s delinquent or uncontrollable behaviors and protect the community.

A child can also be placed in a foster home or group home upon written consent of the parent for up to 180 days. This voluntary placement agreement (VPA) cannot be extended beyond the 180 days or used to place a child in a more restrictive facility. Only a small percentage of children are in care under a VPA.
